This grommet and ferrule is used to mechanically connect the end of a 5/16" piece of rigid tubing, such as found on a jockey box cooling coil, to the back side of a faucet shank. Keep in mind that it only works with shanks that do NOT have a welded in hose barb. It also includes the needed beer nut secure this to the back of the shank. These work OKAY with 1/4" bored shanks but you'll have a more secure connection if you drill the back of the shank out so that some of your 5/16" OD coil slips into the shank. It will hold the weight of the coil better.
