Brass Adapter, Female Garden Hose Thread to 3/8" Hose Barb. This is a two piece, swivel design. Gasket included.

This particular fitting would be very commonly used to connect a piece of PVC tubing to the inlet side of a 3/8" tubing based immersion chiller.
